(a) It shall be unlawful for any person or persons to take or catch any fish from city reservoirs owned by the city except by rod and line with not more than two hooks attached or one artificial bait or lure attached. It shall be unlawful for any person or persons to take or catch any fish from any city reservoir by use of a trotline.
A trotline shall be defined as a line anchored at one point, with more than two hooks and not more than 25 hooks and not associated with a hand-operated mechanical reel.
(b) The daily creel limit and length limit for fish taken from the city reservoirs shall be the same as listed in the Kansas Fishing Regulations Summary and posted at the reservoirs. The city reserves the right to change the limits imposed, upon recommendation of the Kansas Department of Wildlife, Parks and Tourism Fisheries Biologist. If a change is made, the city shall make known these changes by posting the same conspicuously and by any other means the city deems advisable to attempt to notify users of the change.
(c) It shall be unlawful to fish in any area of a city reservoir when such area is clearly posted as closed to fishing.

Every boat shall have available one life preserver for each person in the boat. All boating laws, rules, and regulations of the State of Kansas shall apply to any boating activity engaged in or upon any city reservoir.

It shall be unlawful to throw cans, bottles, papers, or refuse of any kind on the ground or in the water of the city reservoirs. It is unlawful to dispose of “fish guts” or other fish remains in trash cans.

It shall be unlawful to destroy, tarnish, or deface any building, sign, guide post, tree, dock, seat, table, or other park equipment on the premises of the city reservoirs and the land that surrounds them. No person shall dump any type of materials on the premises of the city reservoirs without the prior authorization of the city council.

Camping is allowed in designated areas at the city reservoirs. Camping is not allowed on the piers.

(a) Hunting as permitted by statutes and regulations of the State of Kansas shall be allowed and permitted at the city reservoirs. Hunting shall be by shotgun or archery only.
(b) All statutes, rules, and regulations of the State of Kansas concerning hunting shall apply to all persons engaging in hunting at any city reservoir.
(c) Hunting is allowed at the city reservoirs by legal means using a shotgun or archery equipment, only during the legal open hunting seasons in Kansas. No hunting is permitted within 500 feet of the fishing piers, boat ramps, or dams.

Fires may be built in ovens, stoves, or grills. Open fires are allowed only in the designated fire pits provided by the city. No open fires are allowed on the fishing piers. Fires must be attended at all times and must be extinguished immediately after use thereof by the person, persons, or parties starting such fires.

Subject to the provisions of K.A.R. 115-8-21 and K.A.R. 115-8-1 and to other posted provisions or restrictions, any individual may possess, consume, or drink alcoholic liquor, as defined in K.S.A. 41-102 and amendments thereto on city owned lands and waters unless otherwise posted. Kegs, party ball, and glass bottles are strictly prohibited.

(a) Only vehicles licensed to operate on public streets, roads, and highways of the city shall be operated at any of the city reservoirs.
(b) Such vehicles shall be parked within areas clearly designated and marked for parking.
(c) Such vehicles shall be driven and operated only on drives, roads, and other areas clearly marked and designated as drives, roads, and parking areas.
(d) It shall be unlawful to operate any such vehicle in any permissible area at a speed in excess of 20 mph.
(e) Any unauthorized vehicle found at the city reservoirs for which the owner or user thereof is not readily available, shall be subject to immediate tow and impoundment. All costs and charges for any such towing and impoundment shall be assessed to the person who ultimately claims such vehicle.

All codes and ordinances of the city shall extend to and be enforced at all city reservoirs.

The city shall have police power at all city reservoirs. The chief of police shall have authority to enforce city codes and ordinances at the city reservoirs.

Any person or persons found in violation of the section(s) of this article shall be assessed a minimum fine of not less than $50.00 nor a maximum fine of not more than $500.00, plus court costs. No part of any fine or restitution assessed by the municipal court shall be suspended, waived, or vacated by the Court. Fines collected from reservoir violations will be set aside for reservoir improvements.

(a) That the Yates Center Kid’s Pond located east of the Yates Center Reservoir shall be set aside as a children’s fishing pond, to be used solely by children 18 years and under, pursuant to the regulations contained in this article.
(b) DEFINITION OF GROUPS. The first group of children eligible to use this pond shall be at least five children, but not more than twenty-five children, under the age of 18, who are supervised by at least one responsible adult over the age of 18 per five children in the group. This first group shall be a Class A children’s group.
A second group of participants eligible to use the pond shall be persons in a group sponsored by a charitable or religious organization, as is recognized by and filed with the Kansas Secretary of State’s office, Corporation Division. The number of users shall be at least five, but not more than twenty-five children or special needs adults, and shall be supervised by at least one adult over the age of 18 per five persons in the group. This second group is a Class B group.
(c) PERMIT. The permit fee for Class A shall be set at $50.00. The permit fee for Class B shall $25.00. No group may receive a permit for the use of this children’s fishing pond more than once a month or a total of three times per calendar year. No permit shall be issued for a period of more than four hours. Permits are to be issued only to residents of Woodson County unless special permission is given by the parks and public lands committee.
(d) RESPONSIBLITIES. The permit holder shall be responsible, after the end of a permit period or upon the end of the group fishing, whichever is first, to clean up all trash in the immediate area of the Yates Center Kid’s Pond. Under no circumstance shall a group number more than twenty-five participants, exclusive of supervisors. The supervising adult(s) shall remain at the Children’s Fishing Pond at all times. Under no circumstances shall the facility be used for fund-raising activities.
(e) PENALTIES. Failure to abide with the above provisions shall be penalized upon first conviction with a fine of $100.00 and/or loss of privileges for the remainder of the year, and upon a second conviction shall result in a fine of $100 and revocation of privileges for the remainder of the year.
