The city adopts a permanent common consumption area within the following particularly described space: from the northern edge of the first alleyway north of Butler Street that runs east to west; to the western edge of the first alleyway to the west of North State Street that runs north to south; to the southern edge of the first alley south of Rutledge Street that runs east to west; and finally to the eastern edge of the first alleyway to the east North Main Street that runs north to south.

There shall be signs posted on the sidewalks of Butler Street: North State Street; Rutledge Street; and North Main Street at the edges of the alleyways described in section 3-601 that on the side facing the area not within the common consumption area tells a person they are entering the common consumption area. On the other side of this sign or post, the sign facing towards the inside of the common consumption area shall inform people that they are leaving the common consumption area.

People who are otherwise legal to possess alcoholic liquor or cereal malt beverages may possess and consume such drinks within this common consumption area in the proper container which is non-glass, with the business or entities’ trademark, logo, or some other identifying mark clearly visible purchased in licensed establishments from within this area. The consumption of alcoholic liquor or cereal malt beverage may occur within this common consumption area at any time with no specific hours or time limitations.
