CHAPTER 14. TRAFFICCHAPTER 14. TRAFFIC\Article 9. Snow Routes

(a)   Snow-related traffic emergency means a traffic emergency based on any snowfall that leaves a covering of two (2) inches or more (said covering to be measured and determined by the mayor, chief of police, or street department), and that triggers the implementation of snow removal.

(b)   Designated emergency storm routes are defined as:

Main Street from 105th Road north to 120th Road (Cemetery Road);

State Street from Holloway north to Bell Street;

Rutledge Street from Green Street west to Fry Street (US 75);

Prairie Street from Mary Street (US 54) south to 105th Road;

Madison Street from Main Street east to East Street (Clinic Road);

Bell Street from Main Street west to Fry Street (US 75);

Kansas Street from State Street west to Fry Street (US 75);

105th Road west of Fry Street 600 feet; and

any part of a street marked by a sign designating that part a snow route;

except that the town square area, defined as: Main Street from Washington Street to Madison Street; State Street from Kansas Street to Washington Street; Butler Street from Prairie Street to Green Street; and Rutledge Street from Prairie Street to Green Street shall be open to regular parking during business hours and not cleared until after 5 p.m.

(c)   Notice of a snow-related traffic emergency shall be deemed given when any snowfall leaves a covering of two (2) inches or more (said covering to be measured and determined by the mayor, chief of police, or street department).

Any person having any vehicle parked on a designated emergency storm route, as defined in Section 1 (b) herein shall remove the same therefrom within two hours after that person has notice that a snow-related traffic emergency, as defined in section 14-901(a), herein has been determined.

All vehicles in violation of the proscribed activity, and obstructing snow removal operations of the street department, shall be towed off the street, resulting in the following:

(a)   All tow-in charges shall be paid by the owner of the vehicle so removed from the street.

(b)   The owner of the vehicle shall incur a $25.00 fine for the first violation, a $75.00 fine for a second violation, and a $100.00 for a third violation.

(c)   The owner of the vehicle shall be required to pay court costs for each violation.
