Work in excess of 40 hours per week shall be considered overtime work. Overtime work shall be paid at one and one-half times the employee’s regular rate of pay. Overtime work shall be paid not later than the first pay day following the pay period in which it is earned. No person employed in an administrative, executive or professional capacity, as those terms are defined in the Federal Fair Labor Standards Act, shall be eligible for overtime pay.

The city shall observe the following holidays and the city offices shall be closed on the listed dates: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, the day after Thanksgiving Day, Christmas Eve Day and Christmas Day. Should any of these holidays fall on Sunday, the Monday following such day will be observed as a holiday and the city offices shall be closed that day. Should any of these holidays fall on Saturday, the Friday preceding such day will be observed as a holiday and the city offices shall be closed that day.

Annual leave for all fulltime city employees shall be one week after one year from the beginning date of employment; two weeks after two years; and three weeks after 10 years. All vacations for fulltime city employees must be approved by the chairperson of the committee in charge of such employee’s department and the employee’s department supervisor and the mayor. Approval for the vacation dates must be obtained from the aforementioned persons prior to the employee commencing his or her vacation. Vacations for all city employees shall be cumulative. Police department’s week of vacation shall be defined as 48 hours.

Sick leave for employees of the city shall be as follows: Employees who are continuously employed by the city shall be granted one day sick leave per month for each month of employment up to a maximum accrual of 90 days sick leave. However, any employee of the city who take sick leave for more than three consecutive days must be attended by a practicing physician if he or she wishes to take any further sick leave.

(a) There is hereby established, pursuant to the provisions of K.S.A. 12-16,102, an employees’ benefit contribution fund for the purpose of paying the employers’ share of employee benefits, including social security, workmen’s compensation insurance, unemployment insurance, and employee’s retirement fund, including specifically contribution to KPERS (Kansas Public Employees Retirement System).
(b) The city may receive and place into such fund any moneys from any source whatsoever which may be lawfully utilized for the purposes stated in this section, including the proceeds of tax levies authorized by law for such purposes.
(c) The governing body is hereby authorized to levy an annual tax upon all taxable tangible property within the city in an amount determined by the governing body to be necessary for the purposes for which this fund was created.
