(a) There is hereby established on the books, budget and finance records of the city, a municipal equipment reserve fund for the purpose of financing the acquisition of equipment for various departments of the city.
(b) For purposes of this section, equipment shall include machinery, vehicles, and any other equipment or personal property, which the city is authorized to purchase of municipal purposes.
(c) Moneys may be budgeted and transferred to such funds from any source which may be lawfully utilized for such purposes, including equipment use charges on the various departments and agencies of the city to finance new and replacement equipment.
(d) Moneys credited to such funds from annually budgeted transfers shall not thereafter be subject to the provisions of K.S.A. 79-2925 to 79-2937, inclusive and amendments thereto. In making the budgets of the city, the amounts credited to, and the amount on and in, the aforementioned equipment reserve fund and the amount expended therefrom shall be shown thereon for the information of taxpayers of the city. Moneys in this fund may be invested in accordance with the provisions of K.S.A. 10-131 and amendments thereto with interest thereon credited to the aforementioned and established municipal equipment reserve fund.
(e) If the governing body of the city determines that the money which has been credited to the equipment reserve fund or any part thereof is not needed for the purpose for which so budgeted or transferred, the governing body of the city may by adoption of a resolution, transfer such amount needed to the fund from which it came and such transfer and expenditure thereof shall be subject to the budget provisions of K.S.A. 79-2925 to 79-2937, inclusive and amendments thereto.

(a) There is hereby established on the books, budget and financial records of the city, a capital improvement fund for the city. This fund shall be used to fund the multi-year capital improvement plan approved and adopted by the city setting forth the public improvements and infrastructure needs of the city on a prioritized basis.
(b) The governing body of the city shall have the authority to make budgeted transfers of moneys from other city funds lawfully available for improvement purposes to the above created capital improvement fund, including moneys in the city’s general fund. Further, the governing body of the city may provide for the levying of general property taxes specifically for the use of such fund by adoption of an ordinance pursuant to the home rule provisions of Section 5 of Article 12 of the Kansas Constitution.
(c) Moneys in such capital improvement fund may be used to finance, in whole or in part, any public improvement need as set out and designated by the governing body of the city in the adopted capital improvement plan, including the repair, restoration and rehabilitation of existing public facilities. The governing body of the city may authorize the disbursements from such funds to be used for engineering and other advanced public improvement plans and studies and that reimbursements may be made to the fund from bond proceeds, special assessments, or state or federal aid available for future projects.
(d) Except for such reimbursed expenses, no money shall be credited to such special fund except as may be budgeted annually, or transferred by the annual budget from other funds. Such capital improvement fund shall not thereafter be subject to the provisions of K.S.A. 79-2925 to 79-2937. The amounts credited to, and the amount on hand in, such capital improvement fund, and the amount expended therefrom shall be shown thereon for the information of the taxpayers of the city. Moneys in this capital improvement fund may be invested in accordance with the provisions of K.S.A. 10-131, with interest credited to this fund.
(e) Should the governing body of the city determine that the money which has been transferred to the above created capital improvement fund or any part thereof is not needed for the purposes for which so transferred, the governing body of the city may by adoption of a resolution transfer such amount not needed to the general or other fund form which it was derived and such transfer and expenditure thereof shall be subject to the budget requirement provision of K.S.A. 79-2925 to 79-2937.

(a) There is hereby created a Fire Protection Reserve Fund pursuant to K.S.A. 19-3612c.
(b) This fund shall not have a levy by tax but shall be funded by sales tax transfers from the general fund quarterly.
(c) This fund shall not be subject to the Budget Laws of the State of Kansas.
(d) These funds may be used only for Building Funds for the Fire Department, any disbursement thereof to be requested by the Fire Department by official action and ratified by the governing body of the City of Yates Center, Kansas, if determined that the expenditure is for a Capital Improvement.
(e) The city desires to use the provisions of K.S.A. 19-3612c for the purposes set out herein.

(a) That a separate fund entitled Special Recreational Facilities Fund is hereby created in the Treasury of the City which will not be a part of the general fund of the City.
(b) That all fees and money received from Kansas·Department of Wildlife, Parks, and Tourism for the Community Fisheries Assistance Program and Walk-in Hunting Program, shall be placed in the; Special Recreational Facilities Fund.
(c) That all monies collected pursuant to violations of Section 12-414 of the city code shall be placed in the Special Recreational Facilities Fund.
(d) That the City shall be allowed to expend funds from the Special Recreational Facilities Fund solely for the purpose of enhancing or improving the Recreational facilities at either reservoir owned by the City.

(a) The city receives funds from the state regarding what are deemed connecting links under K.S.A. 68-416.
(b) Per K.S.A. 12-1,129, there is hereby created a consolidated fund named the Connecting Link/Special Highway Reserve Fund whereby the city can provide for annual budgeting funds from the city’s general or operating funds to be transferred to and from this consolidated fund with monies received from the state as stated above in subsection (a).
(c) Only funds received by the state that are then credited to this consolidated fund may be used solely for street or highway purposes under subsection (a) of K.S.A. 68-416.
